Engineering Standards Review

Review of Kaipara District Council Engineering Standards 2026

Kaipara District Council is undertaking a review of the Kaipara District Council 2011 Engineering Standards. This is to create new standards which are flexible, facilitate growth and better align with Council’s vision of “Kaipara – the place to be”.

Rather than creating new Engineering Standards from scratch, Council is considering the use of well tested existing standards with modifications to suit the local context. The is referred to as a “hybrid Engineering Standards”.

The initial draft Engineering Standards will be considered by Council and subject to formal public consultation if progressed further.

The initial draft KDC hybrid Engineering Standards being considered comprises:

  • A “Cover Document” that introduces the new Engineering Standards and explains how to use it, with reference to the existing standards to be adopted as set out below.
  • Part 1: Whangārei District Council’s Engineering Standard (2022) (WDC ES) Chapter 1 General; Chapter 2 Site Development; Chapter 4 Stormwater and Drainage; Chapter 5 Wastewater; Chapter 6 Water Supply and Reticulation; Chapter 7 Public Spaces; Chapter 8 Electrical Telecommunications and Gas including relevant drawings and appendices as Part 1 of the KDC ES, subject to amendments set out in Part 3.
  • Part 2: The Regional Infrastructure Technical Specifications (RITS) Chapter 3 Transport (Version 1) and relevant drawings, forms and checklists as Part 2 of the KDC ES, subject to amendments set out in Part 3.
  • Part 3: Amendments to the above parts of the WDC ES and the RITS in the form of supporting notes and KDC specific technical requirements for the Kaipara District, to be used in conjunction with standard documents.
