Mangawhai is growing quickly, and with that growth comes the need to plan for the future of our parks, reserves, and coastal spaces.

Kaipara District Council is working with specialist consultants Xyst to develop two important plans to ensure Mangawhai has a well-connected, inclusive, and sustainable open space network for the future.

This is the first round of public consultation, where we’re starting with a blank canvas. Before any planning or design work begins, we would like you to share how you use open spaces, what you value, what’s missing, and what you'd like to see in the future. There will be a second round of consultation in 2026, where we will be looking for feedback on the draft plans.

Mangawhai Open Space Strategy

This strategy will guide how we plan, develop, and manage open space across the Mangawhai area over the next 10 to 20 years. It will help Council respond to population growth, changing recreation needs, climate change, and the values of our community. The Mangawhai Open Space Strategy will:

  • Plan for growth
  • Coordinate investment
  • Inform other plans
  • Make evidence-based decisions
  • Protect & enhance open space
  • Deliver equity and access
  • Address climate challenges
  • Support wellbeing and liveability

Alamar Crescent Coastal Reserve Masterplan

This masterplan will provide a detailed plan for the future development of the Alamar Crescent coastal reserve area – one of the Mangawhai area’s most important and well-used open spaces. It will consider how the reserve can meet the needs of both locals and visitors while protecting natural and cultural values.

The Alamar Crescent Coastal Reserve Masterplan will:

  • Provide a high-level, long-term vision for the coastal reserves
  • Ensure the reserves can balance the needs of both locals and visitors while protecting natural and cultural values and assets.
  • Guide future decision-making to ensure that growth and change happen in a coordinated and strategic way.

Together, these plans will ensure Mangawhai has a well-connected, inclusive, and sustainable open space network for the future.

We want to hear from you – residents, visitors, community groups, leaseholders, mana whenua, and businesses. Your input will help shape priorities, identify opportunities, and ensure our parks and reserves reflect what matters most to the people who use them.
