Hairdressers and barbers in New Zealand no longer need to register their premises or have council inspections. The Ministry for Regulation completed a review in May 2025 Hairdressing and Barbering Review.
The revocation of this legislation is supported by new industry guidance focussed on managing public health risks.
The ministry has now published the new guidance for industry. You can view the guidance and other information here: Public Health Guidance for Hairdressers and Barbers.
Key points to note:
- From the end of July 2025, the Health (Hairdressers) Regulations 1980 will no longer be in force and cannot be enforced.
- The Health (Registration of Premises) Regulations 1966 will remain in place for other industries, but will no longer apply to hairdressing and barbering once the 1980 regulations are revoked.
