Community Team

Kaipara District Council envision a district with welcoming and strong communities. The Community Team’s goals are to assist and support community involvement with various community projects, that includes partnering up alongside community groups and organisations to encourage community development.

It is considered that Councils with a community development focus that work ‘with’ their communities rather than ‘for’ them, by assisting them to develop and provide their own facilities and services, help build strong and vibrant communities. It is our goal to work with our people and businesses of Kaipara to encourage community development.

We will also aim to play a role in fostering innovation in the community by finding new ways of approaching and resolving our community’s issues.


Meet the Team

Jenny Rooney – Community Funding Officer

Having lived in the Kaipara and Bream Bay Districts for 18 years, she has a good understanding of community requirements and is passionate about people and ensuring they are supported in all aspects community development.

Jenny comes with 28 years’ experience working in non-government organisations, so understands the difficulties community groups and agencies face when trying to obtain funding. Her role includes assisting community organisations to access funding opportunities within the Kaipara District Council and through external sources.  To support, guide and navigate them through the funding processes with applications, accountability and reporting.

Gail Fotheringham – Community & Recreation Advisor

Gail has 30 years’ community development experience, both in local government and the not-for-profit sector in New Zealand for the last 13 years and before that in the UK.

Gail is trained in community place-making – with experience in collaborative community engagement projects where locals are recognised as experts in their own ‘place’.  Locals working alongside business and council, each playing a collective role to create great outcomes for present and future generations.
