Representation Review 2018

Every six years all councils in New Zealand review their representation arrangements, as required by the Local Electoral Act 2001.

Kaipara District Council undertook a process in deciding what representation arrangements it will use for its next two elections. The process details and information can be found below. The outcome of the review will apply to the 2019 and 2022 elections.

April 2019

What happened?

The matters up for consideration in the Kaipara District Council Representation Review were:

  • the number of wards,
  • how representatives are elected, from wards, 'at large' (i.e. by the whole district) or a mix of both
  • the number of Councillors

What was not reviewed at the same time - 

  • The electoral system (i.e. how the voting works) used for Council's triennial elections is not up for review at this time. Councils are required by the legislation to periodically to consider the options of Single Transferable Vote (STV), which is Kaipara District Council's current system, or First-Past-the-Post (FPP), which is used for some other councils' elections. However Council's resolved to retain Single Transferable Vote for the 2019 election at it's meeting on 08 May 2017.
  • Council will not be reviewing Maori wards at this time as a decision was made previously. 
 

The Process


March 2019

The Local Government Commission forwarded direction to Council on the hearing. A hearing was held at the Mangawhai Club, starting 10am Thursday 14 March 2019.

January 2019

Four appeals were lodged via the Kaipara District Council Offices by the appeal date of Monday 12 November. 


October 2019

At an extraordinary Council meeting held Tuesday 09 October 2018, it was decided that the Initial Proposal be adopted as the Final Proposal. (Public Notice available here).

 
Hearings

A hearing was held by council on Tuesday 11 September 2018 at the Mangawhai Club, Molesworth Drive.

Initial Proposal

Council adopted its initial proposal and approved public consultation at its meeting on Thursday 26 July 2018.

Council proposed the establishment of a new Kaiwaka-Mangawhai Ward, making four wards, with two Councillors representing each.

Council’s initial proposal for the representation review differs from the current scenario as follows:

  • creating a new Kaiwaka-Mangawhai Ward;
  • expanding Otamatea Ward northwest to Tokatoka Road, including Ruawai;
  • reducing West Coast-Central Ward (from Tokatoka Road southeast to Otamatea); and
  • having two Councillors per ward.

There were drop in sessions across the District where people could ask questions of Councillors and staff, as well as fill in feedback forms;

  • Tuesday 07 August Ruawai - Tokatoka Memorial Hall, Wharf Road, Ruawai 6 – 7 pm
  • Saturday 11 August Mangawhai Market Day, Mangawhai Village, Moir Street 9am onwards
  • Tuesday 14 August Maungaturoto Country Club, Bickerstaffe Road 6 – 7 pm
  • Tuesday 28 August Kaiwaka War Memorial Hall, Kaiwaka - Mangawhai Road, Kaiwaka 12 (midday) - 1 pm
