Q.  What are your rates used for?

Q.  How to find out more about your property?

A.  We keep a detailed record of rating information for both Kaipara District and Northland Regional Councils.

You can use our Online Rates Property Information tool Search to find:

  • property details – valuation number, property address, land area
  • rates details – your account number, annual rates, previous years rates
  • valuation details – the date rates take effect, land value and capital value.

Q.  How do I receive my rates?
A.  Rates are sent by post or email.  
Save yourself time and reduce waste, you can now choose to receive your rates notices (rates invoice and rates assessment notice) by email.  If you register for this option, you will no longer receive your rates notices through the post. Instead it will come straight to your email inbox. Register online to receive your rates by email.
Q.  How do I change  or update my address 
A.   You can change your address by completing the back or the rates remittance slip and posting it to us, or you can contact us at  council@kaipara.govt.nz or 0800 727 059.
Q. When are my rates due?
A.  The rating year is 1st July to 30th June and is divided into four equal instalments, each invoiced separately.  Throughout the year, you will receive four rates invoices, one every three months.

Q. Can I pay my rates in full?
A.  In accordance with section 55 of the Local Government (Rating) Act 2002, which empowers councils to accept early payment of rates, Council will accept payment in full of all rates assessed in the current year on or before the due date for the first instalment of the year.  Early payment of rates will attract neither a discount, nor interest on the sum paid.

Q. What is the penalty for unpaid rates?
A.  Pursuant to section 57 and 58 of the Local Government (Rating) Act 2002, the Council delegates the authority to the Council Revenue Team to apply the following penalties on unpaid rates:
  • a)     A penalty of 10% of the rates assessed in the 2015/2016  financial year that are unpaid after the due date for each instalment will be added on the day following the due date except where a ratepayer has entered into an arrangement by way of direct debit authority, or an automatic payment authority, and honours that arrangement so that all current years rates will be paid in full by 30 June2016, then no penalty will be applied; and
  • b)     A penalty of 10% of the amount of all rates assessed in any financial year that are unpaid on 07 July 2015 will be added on the day following that date.  A penalty of 10% of the amount of all rates to which a penalty has been added under (b) and which are unpaid on 07 January 2016 will be added on the day following that date
Q.  How can I pay my land and/or water rates?

Payments can be made:
1.      By direct debit Our preferred method of payment for rates is by Direct Debit: Download the Rates Direct Debit orm here and/or the Water Rates Direct Debit Form. or contact Council for a form to be sent to you.
2.      By online banking Account Number: 02-0308-0090743-07. Please quote your customer number or valuation number (rates only) when making a payment
3.      By telephone banking Call Council for the details you need to pay your rates by telephone banking.
4.      By credit card online, MasterCard and Visa only The Bank of New Zealand charge you a convenience fee of 2.10% per transaction for this service (with a minimum fee of $1.00 per transaction).  Credit Card

Q.  What are the objectives  for Rates remission and postponement schemes?

A.  Rate remission and postponement schemes are  to:

  • Provide financial assistance and support to ratepayers
  • Address rating anomalies
  • Address matters related to wastewater charges
  • Cover other objectives

Q.  When is my water meter read?
A.    Water meters are read and invoices sent on a six-monthly cycle.  The amount payable is due on the 20th of the month following the month that the invoice was dated.  Water meters are read and invoices for water used are sent to property owners every 6 months. The dates the meters are read will vary depending on your area. All water passing through your meter is chargeable. Water meter billing schedule.
Q.  What is the penalty for paying my water meter late?
A.  Pursuant to section 57 and 58 of the Local Government (Rating) Act 2002, the Council delegates the authority to the Council Revenue Team to apply the following penalties on unpaid rates:
A penalty of 10% of the amount outstanding for water-by-meter rates charged under section 19(2)(b) of the Local Government (Rating) Act 2002 will be added on the day after the due date.
Q.  How can I get a final water meter reading?
A.  If you are selling your property, a final water meter reading should be arranged between your solicitor and Council before settlement.  There is a fee for this service, and you will also be billed for the water consumption up to the date of the final meter reading. Once the final water account has been processed, the water account will automatically be changed into the new owner’s name. Q. Can I request a special water meter reading?

Q.  What if I have a water leak?

Q.  Can I get my water connected or disconnected?
