Mayor's Message for January

Mayor's Message 29 January 2024
Our district is buzzing with summer. Everywhere I go in Kaipara our communities and our many visitors can be seen making the most of these sunshine hours. The event calendar across the district is jam-packed – from fishing comps to concerts to circus events and our many delightful community markets, there is something for everyone.
Looking ahead, we’ll be at the Paparoa A&P show this Saturday, and, bookending February, the biggest event on the Kaipara calendar, the Dargaville Field Days (29 February, 1 and 2 March). If you have questions about Council services, come and chat to us. Look forward to seeing you there!
With so many people moving about our district at the moment, a plea to take care on the roads. Look out for our roading crews, stay within the speed limits, take a break when you need to and get home safely to your families.
As you may have read in the recent ratepayers newsletter, we received three letters from Government ministers before the break announcing the repeal (or imminent repeal) of legislation that directly affect this council and our district:
- A new direction for water services delivery, repealing the previous government’s water services legislation (Three Waters). This has a major impact on the work we are doing on our draft Long Term Plan for 2024/2027 and staff are adjusting to accommodate this, ‘adding’ water services back into our budgets and work programmes. Recognising the major impact, Government has offered options to extend deadlines of up to three months for councils for their long term plans.
- A new land transport rule, which has put a hold on the work carried out on the Kaipara sections in Northland’s Regional Speed Management Plan. We will discuss this at a council meeting in February and decide what to do next.
- Lastly, the repeal of the Natural and Built Environment Act and the Spatial Planning Act. The Government has said the second phase will be amending the RMA to make it easier to consent new infrastructure.
As always, we will keep you updated as to what this means for Kaipara residents and ratepayers.
Mayor Craig Jepson
