Kaipara Civil Defence staff support Southland during severe weather response
Over Labour Weekend, Kaipara District Council (KDC) staff trained in Civil Defence Emergency Management (CDEM) were deployed to Invercargill. The mission: to support response efforts following the severe weather event that had impacted Southland earlier in the week.
The KDC team travelled alongside members of the Emergency Management Assistance Team (EMAT) and the National Emergency Management Agency (NEMA) aboard a New Zealand Defence Force C-130J-30 Hercules aircraft, departing from Whenuapai Airforce Base.
The team joined the Emergency Coordination Centre (ECC) at Environment Southland, Southland’s Regional Council. From 23 October through to 1 November, around 152 staff worked in the ECC.
A key priority was restoring power to affected rural properties, particularly farms where downed power poles and fallen trees had disrupted supply. Coordinating the distribution of generators was essential so that farmers could continue milking and maintain animal welfare.
Throughout the deployment, KDC staff worked closely with regional and national emergency management teams, gaining invaluable experience in a fully operational regional ECC.
The deployment concluded on Thursday evening with a heartfelt mihi and waiata from KDC staff, acknowledging Southland’s hospitality. The gesture was warmly reciprocated by the Iwi Relations team.
The team returned to Kaipara with valuable insights, experience and strengthened relationships across the emergency management network. This is particularly important when considering council’s responsibility to coordinate the multi-agency response during civil defence emergencies. Having staff who bring confidence, capability, and firsthand deployment experience significantly enhances our ability to respond effectively when it matters most.
Deploying trained personnel during emergencies is a crucial part of New Zealand’s Civil Defence approach. ‘Surge staff’ - specialist teams from councils or national agencies - provide critical support to smaller councils during major events.
Earlier this year, Kaipara District Council benefited from a surge team of building inspectors from Auckland Council who assisted in the response to the Mangawhai tornado. Additional support was also provided to Kaipara during Cyclone Gabrielle in 2023, when a surge team was deployed to bolster our Emergency Operations Centre.
