Understanding the water supply in Kaipara
- October 13, 2026
Every drop counts: understanding the water supply in Kaipara
For many of us, turning on the tap is something we rarely think about. But in Kaipara, the journey water takes before it reaches our homes is more complex than many people realise.
With forecasts pointing to the possibility of a hot, dry and windy summer, Kaipara District Council is encouraging residents to understand where their water comes from, how it reaches the tap, and what everyone can do to help protect this vital resource.
One district, different water sources
Not every community in Kaipara gets its water the same way.
Residents in Dargaville, Bayly’s Beach, Glinks Gully, Ruawai and Maungatūroto are supplied through our water networks, while the rest of Kaipara relies on rainwater collected and stored in private tanks.
For households on tank water, summer can bring challenges. Long periods without rain can quickly reduce water levels, making it important to monitor tanks regularly, fix leaks promptly and arrange water deliveries before supplies become critically low.

Drought Defense squad talking about water tank tips ahead of summer
The largest council water network is Dargaville and Bayly’s Beach, which supplies around 2,900 residents and businesses. The water begins its journey at the Waiparataniwha Stream, around 26 kilometres from Dargaville.
Water is drawn from the stream and piped to the Dargaville Water Treatment Plant at Hokianga Road, via a network of pumps and underground pipes where it undergoes a series of treatment processes to ensure it is safe to drink.

Dargaville Treatment Plant
Once treated, the water is stored in reservoirs before being distributed throughout the network and into homes and businesses. At full capacity, the reservoirs in Dargaville can hold approximately two and a half days' worth of treated drinking water.
When water levels in the Waiparataniwha Stream drop during summer, the council's consent conditions allow water to also be taken directly from the Kaihu River at Rotu. If dry conditions continue and river levels come under pressure, water stored in the Waiatua Dam can be released to replenish the Kaihu River and help maintain the town water supply.

Waiatua Dam in Dargaville
This interconnected system means Dargaville and Bayly’s Beach are supported by a network of streams, rivers, storage facilities, treatment processes and reservoirs working together to ensure a reliable supply of drinking water.
Preparing for a dry summer
A lot of work happens behind the scenes to keep water flowing, especially as Kaipara prepares for the possibility of another dry summer.
Council has been investing in a range of projects designed to strengthen the district's water network and improve resilience during periods of high demand and low rainfall.
Recent projects include:
- Upgrades to pumps at Rotu, improving reliability within the water supply network.
- Upgrades to the Parore West pumps.
- Watermain replacement work in Dargaville and in Maungatūroto to reduce water loss and improve network performance.
- Commissioning a new bore in Ruawai to provide an additional contingency water source.
- Creating additional raw water storage at the Dargaville Water Treatment Plant.
- Increasing storage capacity at the Waiatua Dam to provide greater flexibility during prolonged dry periods.
- Contributing $1.5 million towards construction of the Te Tai Tokerau Water Trust pipeline, connecting the Trust's Te Kōpuru reservoir to Dargaville and extending its water network as far as the Awakino River area east of Dargaville. Construction is expected to be finished in 2027.
- Working proactively with major water users, including swimming pools and other high-demand facilities, to plan and manage significant water use ahead of the peak summer season.
The Drought Management Plan has also been reviewed to ensure the district is prepared to respond early if dry conditions develop and to help avoid the need for water restrictions wherever possible.
We're all part of the solution
The water system in Kaipara is supported by streams, rivers, dams, treatment plants, reservoirs, pumps and pipes, but it also depends on the people who use it every day.
By understanding where our water comes from, preparing early and making sensible choices over summer, we can help make sure there is enough water for homes, businesses, emergency services and essential community needs when it matters most.
Whether you're connected to the town supply in Dargaville and Bayly’s Beach, Glinks Gully, Ruawai or Maungatūroto, or rely on a rainwater tank elsewhere in the district, every drop saved helps protect Kaipara's water resources for everyone.
