You can make a submission and have your say on any part of the Proposed Plan from Monday 28 April to 5pm Monday 30 June 2025. Submissions can be made directly in E-Plan or by downloading the form 5 submission form. Submission forms are also available at any of our offices and libraries.
You can make your submission on any part of the Proposed Kaipara District Plan – whether you are wanting to support something, oppose or make a recommendation for an amendment to any of the proposed provisions or mapping in the Proposed Kaipara District Plan.
You can make a submission via the E-Plan by registering and following the prompts.

Completed submission forms can be emailed, posted or dropped to one of the listed locations
It is important that you view any possible changes to the zoning of your property or any mapped overlays that may impact how you use and develop your property. Our team are here to assist you with any questions and will be in a town near you on the following dates (to chat with landowners, answer questions on proposed District Plan changes and to receive submissions).
This is an opportunity for a free 15 minute one to one chat with a member of our planning team who will direct you to the right information and help answer any questions you may have. Please note that this service does not constitute a submission and you will still need to submit a formal submission (if you choose to) through our process. The friend of the submitter can also assist you with this.

This free service provides up to 30 minutes with an independent planner who can assist you with preparing your submission. They will step you through your key points and direct you to where you need to go in the plan and how to make a formal submission.
