What is this about?

 

We have recently started the ten-year review of our Operative Kaipara District Plan. This review is required by 2023, ten years after the current District Plan became operative. At this stage, Council is aiming to complete the review ahead of time.

District plans direct how we change, develop, and use our environment, as well as how we protect and safeguard it for future generations.

A review involves looking at the Plan we have now. Does it need changing? Are there new issues to deal with? Or new rules from central government we must put in our Plan? 

Preparing a new District Plan is a significant, multi-year project that involves everyone; Elected Members; Mana Whenua; key stakeholders; and the general public. A District Plan review process is designed to ensure it is the best fit to meet all our communities’ needs and aspirations for the future.

What background work has been done to support the review?

There has been a range of work undertaken to support the review process:

  • Councils must report on the efficiency and effectiveness of their district plans every five years. Council’s latest report was finalised in June 2020.
  • Council commissioned research on geo-technical hazards in the District that analyses soil types and geological characteristics. These reports help determine areas that may be unsuitable for development due to land instability issues, or where earthworks or vegetation removal may be inappropriate.   • The Kaipara District Spatial Plan – Nga Wawata -our Aspirations was developed during 2019 and 2020 and was adopted by Council in December 2020. This plan, which was developed for and with Mana Whenua, stakeholders and residents of the District, sets out the strategic direction for the District and provides a framework for the work of Council to align with our current and future communities and their aspirations. Read more about our Spatial Plan. 
  • Northland Regional Council has developed a range of natural hazard maps that also inform the District Plan Review.
