Speed Review

As part of the Governments' Road to Zero National Road Safety Strategy, we are required to review speed limits in the Kaipara District.

We are doing this in a staged process, focusing on areas where the evidence indicates that changing the speed limit will have the greatest impact on reducing fatal and serious harm crashes and improving overall road safety.

Already, we have rolled out new speed limits in Mangawhai – Kaiwaka (including Hakaru) and Kaiwaka West. A review of speed limits in Poutō Peninsula – West Coast is almost complete. You can read more about these reviews further down this page.

Regional plan on the way

Through Northland Transport Alliance (NTA), we will prepare a new Regional Speed Management Plan under the Setting of Speed Limits Rule 2022. This Regional Plan will include all the areas that have not already been reviewed and you will have the opportunity to provide feedback.

Poutō Peninsula – West Coast speed review

We have completed a community consultation on proposed new speed limits in the Poutō Peninsula – West Coast areas.

The NTA speed review project team presented the final Recommendations Report, including the Interim Speed Management Plan, and Technical Report to the Poutō Peninsula and West Coast Speed Limit Panel on Tuesday 02 May 2023.

The recommendations were informed by more than 148 submissions from the community, technical assessments, and include the requirements of the Setting of Speed Limits Rule 2022 and the Road to Zero, National Road Safety Strategy 2020-2030. Five community submissions were presented at the formal hearing on Tuesday 28 February 2023.

In addition to speed limit changes, recommendations include infrastructure improvements, enhanced signage, and line marking, raised crossings to support school zones, and a review of curve signage.

The panel recommended Kaipara District Council approve the Recommendations Report and Interim Speed Management Plan, with some amendments. We will share the final report and plan on this page, once they’re available.

Next steps

The Recommendations Report will now be presented at the July 2023 Council meeting for approval. If approved, the changes will be rolled out across the areas, which include the settlements of Aranga, Aratapu, Baylys Beach, Glinks Gully, Kai Iwi Lakes, Kelly’s Bay, Omamari, and Te Kopuru.

If approved by Council, the speed limits contained within the interim speed management plan will be uploaded into the National Speed Limits Register and an operative date identified.

 

Mangawhai – Kaiwaka and Kaiwaka West speed review

We have reviewed speed limits in the Mangawhai-Kaiwaka (including Hakaru) and Kaiwaka West (including Oneriri Road and Oruawharo Road) areas. Changes to speed limits in these areas came into effect on Monday 13 June 2022.

The recommendations on new speed limits were informed by 84 submissions from the community and technical assessments, required under the Setting of Speed Limits Rule 2017. The submission period opened on 29 October and closed at 5pm on 18 December 2020. The changes were confirmed by the Mangawhai and Kaiwaka Speed Limit Review Hearing Committee on 15 July 2021.
