The Planting and Weed Management contract is now underway at the Heads with the Contractors due to complete removal of the pines on the southern headland this week.

Some spraying and grass area preparation will follow later in the week.

Work out at the Heads will begin again next week, Monday 3 August, and continue through to the end of September.

A local contractor Rural Design Limited has won the contract to undertake the final portion of work.

The contract begins with weed management which will include cleaning up the dune systems and removing the unsightly pines at the entrance to the headland track.

The second phase of the works will be planting and grassing around the car park and in some other areas.

None of this work will stop the public from accessing the parking or beach although redirection of traffic from usual routes in the carpark may occur at certain times.

Work on the Mangawhai Heads Redevelopment Project begins again this week after being in abeyance during our busy Christmas period. Works that will be undertaken now include the upgrading of walkways and the building of overflow carparking areas along the entry road on the reserve. It is anticipated that this work will take just over a month to complete. First portions of work to be undertaken will include preparations for the overflow carparking area, this may reduce the entry road to one way for a week or so but access to the beach, existing parking areas and the surf club will always be possible. Also the southern headland summit walkway will be reinstated, with new furniture at the summit, over the next couple of weeks - every endeavor will be made to ensure that this is open for the Mangawhai Annual Walking Weekend at the end of March.

The formal opening of the Mangawhai Heads Car Park was held on Friday 19 December 2009 and we could not have asked for a nicer day on which to celebrate the completion of the new facilities.


The special ceremony began at 10 am with a blessing by Te Uri O Hau and was followed by a "ribbon cutting" by Mayor Neil Tiller. All those who attended then retired to the Surf Life Club to enjoy a sausage sizzle as Council's way of saying 'thank you' for accepting the inconvenience caused by the upgrade.


Council would like to take this opportunity to publicly thank Pete Innes and the other members of the Surf Life Club who ably cooked their way through a large pile of sausages rounding off a lovely morning.

The new facilities came through the Christmas/New Year period with flying colours with people being full of praise at the area's new look. There were some parking issues during the peak period which Council is working with consultants and contractors to address.  The landscaping portion of the project is still to be completed and will assist in identifying areas that are unavailable for parking. Turning the area into one giant car park was never an option for either the community who live there full time or the Council particularly as for 11 months of the year, the parking facilities provided will seldom be fully utilised. It is proposed that aspects of the overall design look of the facilities at the Heads will gradually be rolled out through a number of the other coastal reserves in Mangawhai however these are very much future projects requiring considerable public consultation to get a understanding of what the community would like to see particular reserves used for.

In the immediate future Council is turning its attention toward the gradual improving and linking of portions of the walkway to achieve an all-tide walk around the harbour to the Heads. Initially the walkway network will incorporate some walking along streets before reconnecting into the coastal esplanade edge network. Over time, as Council acquires additional portions of esplanade reserve or as improvements are made around the edge the amount of all-tide access will extend.  The initial stage of the walkway project will be the portion of walkway from Wintle Street to Robert Street.

Mangawhai is a work in progress - continue to watch this space for developments

This week the final large concrete areas will be poured and the roadways will be sealed. Vehicular access to the reserve will not be possible at all during this time (until about Thursday 18th) Beach accesses will be complete this week and signage will be installed.

Draft Management Plan

A public notice has appeared in the New Zealand Hearald and other local papers calling for submissions on the Mangawhai Coastal and Harbour Reserves Draft Management Plan.

Copies of the Plan are avaliable from the Kaiwaka Office, Dargaville Office, Mangawhai Information Centre, Mangawhai Library and the Dargaville Library. Please contact our Customer Service Centre, on 0800 727 059 or 09 439 7059, if you would like a copy and one will be forwarded on to you

Toilet block vandalism repaired and painting now continues, due to complete this week.

Plaza concrete pours are underway and will be completed through the week.

The dune protection fences are being constructed as are the accessways down to the beach.

Roadways will be completed on the weekend and Wintle Street will be further blocked off with no parking available through parts of next week.

The work at the Heads is moving along apace at present with the toilet block now fully hooked up to both electricity and water

The roof is waterproofed and now painting of the exterior and the pouring of the plaza area around it are being done through this and next week

The timber promenade was completed today and the bollards and fencing are being put in around the site

The garden areas are being filled with topsoil in anticipation of planting around Easter when the weather is not so dry

Work at the Heads continues with final laying of the pavers in the carpark this week.

Leveling of certain recreation areas is being complete and all garden bed areas will be filled this week although not planted till later next year when conditions are more suitable.

The ceilings are being put onto the toilet block this week together with the roof material, and the drainlayer will complete his work around that area. By the end of the week the painting of the toilet block will have begun.

This week will see the majority of the carpark paving, and kerbs installed and most of the timber promenade built, the rest will follow next week.

The toilet block floor slabs will be poured thru the week and the new water lines and valves will be installed.

The old toilet block has now been demolished, giving the area a different feel and work is well underway on the new block. Portaloos have been provided until the new block is operational.

The permeable pavers are beginning to be laid in the lower carpark and then will continue to be laid in the upper carpark.

The street lights have been relocated by Northpower.

The new toilet block construction has begun with the walls and roof being worked on currently.

Over the next week the floor slabs will be poured and electrical and water connections will be made.

Final preparation to the pavement base of the carparks is underway and the timber promenade foundations are being completed.

The old toilet block will be demolished over the next week, and port-a-loos will be located on site for public use.

Trenching for electric cables and a new water line will begin along the end of Wintle Street, this will restrict public access further with only pedestrian access being available for most of the week.

By the end of the week most of the new concrete kerbs will be in place.

The foundations for the new Toilet Block are complete.

The rain gardens in the upper carpark have been filled with planting medium ready for planting after Easter next year.

During the next week the toilet block walls will be put into place and other pieces of construction around the toilets will begin.

North Power will be on site relocating light poles and other electrical assets.

The site remains a no go area for the public for safety reasons, with other pedestrian accesses for the beach having been provided.

All excavation work now is complete with underground ducting and drainage work
installed.

The raingardens will all be in place in the main carpark area by Thursday.

Preparation for the kerbs and channels around the site begins today with the
actual kerbing scheduled to begin later this week.

The site may begin to look less tidy as piles of basecourse and other materials
are placed in locations close to where work will be done as only smaller diggers
will be able to move around the site once the kerbs are in place.

The toilet/change facility contractors are now on site and are involved with the main contractor in completing the leveling of the site, with construction of the foundations for the building walls due to go in at the end of this week.

All demolition and earthworks are complete now, until the existing toilet block is removed later in the construction period.

Surveyors are busy establishing levels for kerbs and then preparation for the pouring of kerbs will begin by the end of the week

Forming of the toilet block area is underway with the cut at the rear of the toilets to be shaped to a softer angle and covered with coconut fibre fabric to stop any chance of exposure.

Utility ducting is due to occur throughout next week.

Novaloo will also be on site next week excavating and forming the foundations for the toilet block.

Major Re-development to Start Next Month

Beachgoers heading for the surf beach at Mangawhai Heads this summer are in for a magical surprise thanks to a major re-development due to start next month.

Attractive new user-friendly facilities replace the old tired ones. There will be new sand ladders for beach access, new picnic tables and seats, a helicopter pad ready for landscaping and new plantings in the autumn planting season. Parking will be expanded and include a new configuration including parking for camper vans.

We will at long last have facilities to match this outstanding landscape, says Kaipara District Council's Southern Community Spaces portfolio holder, Councillor Julia Sutherland. The community has been asking for this for a long time and I'm very pleased that the project is about to get underway. Work is expected to start mid September and to facilitate this Mangawhai Heads Reserve will be closed to all but pedestrian traffic from then until 15 December, although access will be available for emergency vehicles and surf lifesavers.

Allowing pedestrian access only will put considerable pressure on this area and Kaipara District Council is considering ways to ease this, including the possibility of a weekend shuttle service to the Surf Beach from around the Mangawhai area.

I know this restriction will create inconvenience in the short term, but it will be worth it - I am sure that the long term benefits will far outweigh this temporary nuisance Cr Sutherland says. She says splitting the project into two parts is not a viable option as it would increase the time and amount of disruption involved as well as substantially increasing costs.

Facilities at the popular beach have been growing increasingly inadequate as more and more people discover it and for some time residents have been asking for improvements in the Mangawhai Heads Reserve. After considerable liaison plus community and iwi input, Kaipara District Council has approved an exciting redevelopment plan which is being funded from the Council's Reserves Contribution Fund, built up from levies on development projects.

The new eye-catching toilet block, which will be built closer to the surf club, will incorporate a contemporary design featuring strong lines and vibrant colours reflecting pohutukawa. New signage will reflect Mangawhai's coastal character and become the basis for future signage throughout the reserves in the coastal area. Similarly, picnic tables and bench seats are also being designed to reflect the local character.

It is hoped to have the re-development finished when the reserve re-opens on 15 December 2008 but if weather or other factors delay work on the project it will not re-start until 1 March 2009 to ensure that summer enjoyment of the beach is not affected.

HEB Construction Awarded Contract

The moment we have all been waiting for has finally arrived.

The Kaipara District Council awarded successful tenderers HEB Construction the contract for the re-development works at the Mangawhai Head Reserve/Surf Beach late last week.

HEB has been in business for more than 25 years and has long standing branches in Northland, Auckland, Bay of Plenty, Waikato and Taupo and recently formed branches in Wellington, Blenheim and Christchurch.

Its six core services are structures, roading, infrastructure, landscapes, subdivision and precast.

Chas Flower is the Northland Area Manager/Contract Manager. He has some 47 years experience in the civil construction industry, specialising in the geotechnical field.

The company, Novaloo Limited will be constructing the toilets. Soul Environments continues to be involved in the project as does Kea Consultants.

The contractors will be on site from Monday 22 September 2008. Please note that this means the car park at the Surf Beach is now closed with pedestrian access only.
