What is a Long Term Council Community Plan?
This plan represents the directions being set for the District’s future. Council’s role is to provide local leadership and facilitate the delivery of services and activities that promote community well-being. The LTCCP is a plan for the next ten years that has been put together by Council, with the assistance of community and other organisations. It outlines the community’s expectations (community outcomes) and describes how Council, and Council in partnership with Government agencies and other organisations, will work to achieve these. In addition, this LTCCP also includes Council’s Annual Plan for 2004/05.
What does the Long Term Council Community Plan include?
Community Outcomes
In 2003 Council facilitated Kaipara – Our Future – Together. This provided the people of the Kaipara with an opportunity to have their say about the future of the district. The community’s priorities are represented by the outcomes described in this section. The ‘Kaipara Scorecard’ incorporates key areas to be monitored in achieving the outcomes and provides a basis for accountability of the Council and Government agencies to the community.
Planning for the Future
This section describes the various communities that have been identified within the Kaipara and the trends that are emerging within those communities. This section also provides an overview of how the general rate will be spent, and projected levels of general rate requirement.
Activities
Council’s work programme is divided into 12 significant activities. In order to provide continuity with previous Council plans, a similar document format has been used. Additional rationale for the delivery of each significant activity is explained in the Revenue and Financing Policy in Volume Two.

Where does the Long Term Council Community Plan fit in the planning cycle?
The development of a LTCCP is a new requirement under the Local Government Act 2002. Progress towards achieving the community outcomes must be monitored and reported on once every three years to ensure that Council and other Government agencies are on track. In the intervening years Council will continue to produce an annual plan detailing activity for the current year and including any changes from the LTCCP that may need to occur. The next review of the LTCCP will occur in 2006. |
