Temporary Road Closures

Pursuant to the Transport (Vehicular Traffic Road Closure) Regulations 1965, the Kaipara District Council hereby gives notice that Rally New Zealand has made an application to have the following roads temporarily closed on Saturday 31 March 2012 and Sunday 1 April  2012 at the times stated below for the holding of the 2012 International Rally of Whangarei

Reconnaissnce Stages
The two pass Reconnaissance convey will travel over the roads.  Residents will be advised of the times and day by letter and there will be signs on the roads.  The convey will have a lead and sweeper cars plus roving officials supervising road behaviour.   The Police will be in attendance.  Cars used for the Reconnaissance will have identifying numbers on both rear side windows plus the windscreen and headlights will be switched on.

Restricted Fire Season Notice

Pursuant to Section 22(2) of the Forest and Rural Fires Act 1977 and Kaipara District Council Bylaws notice is hereby given that a Restricted Fire Season has been declared for all areas administered by the Kaipara District from midnight on Saturday 17 December 2011 until further notice.

No resident or visitor to Kaipara District is permitted to light any fire in the open air unless a Rural Fire Officer of the Kaipara District Council has issued a permit.
 

The following activities do not require a permit:
  • Traditional cooking fires on private property provided they are conducted in a safe and considerate manner, are continuously supervised and an emergency water supply is available.
  • Gas fired barbecues
  • Approved incinerators

Permits are required for all other fires in the open air.

Permits may be obtained by contacting Kaipara District Council offices at Dargaville during normal working hours. Up to 48 hours should be allowed for an inspection, should it be necessary.  For urgent permits Council's after hours service will provide contact details.

Restriction of Heavy Vehicles - Cames Road

Notice is hereby given that, pursuant to Section 16A of the Land Transport Act Kaipara District Council has by resolution fixed the maximum weight for vehicles travelling over the section of Cames Road starting at a point 700 metres from Lawrence Road intersection for a length of 700 metres. This includes all heavy vehicles rated Class II and above and having a gross laden weight greater than 4,500 kilogrammes.

This notice does not restrict light vehicles, farm machinery and emergency vehicles.

Every person commits an offence, and is liable on conviction to a fine not exceeding $1,000, who contravenes the requirements of any notice under this section unless the person proves that there was no other way reasonably available for the traffic concerned to proceed.

 


 

Notice of Council Resolution on Electoral System and of Right to Demand a Poll

Notice is given under section 28 of the Local Electoral Act 2001, that the Kaipara District Council has resolved to hold its next triennial general election under the Single Transferable Voting electoral system.  This electoral system will be used for the 2013 triennial general election of the Kaipara District Council.

Electors of the Kaipara District Council have a right to demand a poll at any time to countermand the resolution to use the Single Transferable Voting electoral system.  Should a valid demand for a poll be received by 28 February 2012, a poll will be held by 21 May 2012 on whether the Single Transferable Voting or the First Past the Post electoral system will be used for the next two triennial general elections (2013 and 2016) of the Kaipara District Council.  If a valid demand for a poll is received after 28 February 2012, a poll will be held after 21 May 2012 with the outcome applicable for the 2016 and 2019 triennial general elections.

A valid demand must be:

  • made in writing;
  • signed by at least five percent of eligible electors of the Kaipara District Council.  This equates to 649 elector signatures;
  • delivered to Council's Main Office, 42 Hokianga Road, Dargaville by 5pm, Tuesday 28 February 2012 (for the outcome of the poll to apply to the 2013 triennial general election of the Kaipara District Council).

Every elector who signs a demand must also set out in it his or her full name and the address for which he or she is qualified as an elector of the Kaipara District Council.
