NOTICE OF DAY OF ELECTION

Notice is given under section 65 of the Local Electoral Act 2001 that the following persons have been duly nominated as candidates for:

MAYOR (one vacancy)

As there are (for each office) more candidates than there are vacancies to be filled, an election will be held between the listed candidates on Saturday 13 October 2007, under the single transferable voting electoral system by postal vote.

ISSUING OF VOTING DOCUMENTS

Voting documents will be posted to electors from Friday 21 September 2007 to Wednesday 26 September 2007.

RETURN OF VOTING DOCUMENTS

Voting documents must be returned not later than 12 noon, Saturday 13 October 2007 to the electoral officer, Kaipara District Council.

Voting documents can be returned by post or hand delivered at the following council offices between Friday 21 September 2007 and Friday 12 October 2007 during normal office hours, and Saturday 13 October 2007 between 9am - 12 noon:

Council's Main Office, 42 Hokianga Road, Dargaville
Kaiwaka Service Centre, Main Road, Kaiwaka

SPECIAL VOTING

Special voting in terms of the Local Electoral Act 2001 and the Local Electoral Regulations 2001 may be exercised at the above council offices and times.

A person can apply to enrol as either a residential or ratepayer elector right up to and including 12 October 2007 – the day before the close of voting.

EARLY PROCESSING OF VOTING DOCUMENTS

The Kaipara District Council has resolved under section 79 of the Local Electoral Act 2001 to process voting documents befotre the close of voting.

ORDER OF CANDIDATE NAMES

The Kaipara District Council has resolved under regulation 31 of the Local Electoral Regulations 2001 to adopt the pseudo-random order of candidate names to appear on the voting documents. Candidate names were randomly drawn out of a hat by a Justice of the Peace on 25 August 2007.

NOTICE OF ELECTION, NOMINATION OF CANDIDATES
AND CLOSING DATE FOR NOMINATIONS
for the Kaipara District Council 2007 elections

Under sections 52 and 53 of the Local Electoral Act 2001, I give notice that on Saturday 13 October 2007, the following elections will be held under the single transferable voting electoral system by postal vote:

MAYOR

Election of Mayor

COUNCIL

Election of two councillors for the Dargaville Ward
Election of three councillors for the Otamatea Ward
Election of three councillors for the West Coast/Central Ward

NOMINATIONS

Each candidate must be nominated the appropriate nomination paper obtainable during normal business hours from Friday 27 July 2007 from the following locations:

Kaiwaka Service Centre, Main Road, Kaiwaka

Nominations of candidates must be in the hands of the electoral officer or an electoral official at one of the following address not later than 12 noon Friday 24 August 2007:

Council's Main Office, 42 Hokianga Road, Dargaville
Kaiwaka Service Centre, Main Road, Kaiwaka

Each nomination must be accompanied by a deposit of $200.00 GST inclusive (payable by cash or cheque).

A candidate may submit a candidate profile statement with their nomination paper for inclusion with the voting documents being sent to electors. An attachment to the nomination paper outlines rules and procedures governing candidate profile statements.

ELECTORAL ROLL

The electoral roll to be used for this election closes on Friday 24 August 2007 and can be inspected during normal business hours from Friday 27 July 2007 at the following locations:

Council Offices: 42 Hokianga Road, Dargaville; Main Road, Kaiwaka
Libraries: Dargaville, Kaiwaka, Mangawhai, Maungaturoto, Paparoa, Ruawai
Post Shops: each New Zealand Post postal outlet within the Kaipara District Council area

Enrolment for inclusion on the Residential Electoral Roll is conducted through the Electoral Enrolment Centre of New Zealand Post. Applications for enrolment should be made through your local post shop.

Enrolment for inclusion on the Ratepayers Electoral Roll is conducted through the electoral officer of the Kaipara District Council. Applications for enrolment should be made on the prescribed form available at Council’s Main Office, Kaiwaka Service Centre and Council libraries.

Following closure of the roll, the electoral officer may, on application of any person who is or claims to be entitled to be enrolled or any other person or otherwise, make any necessary corrections to the names, addresses, occupations, abbreviations, or marks appearing in the electoral roll.

ORDER OF CANDIDATE NAMES ON VOTING DOCUMENTS

The Kaipara District Council has resolved under regulation 31 of the Local Electoral Regulations 2001 to adopt the pseudo-random order of candidate names to appear on the voting documents. Candidate names will be randomly drawn out of a hat by a Justice of the Peace on 25 August 2007 at 10 am at the offices of Independent Election Services Ltd, Level 2, 360 Queen Street, Auckland. Any person is entitled to attend.
