Kaipara is presently governed by a panel of three Commissioners, who were appointed by the Minister of Local Government in 2012 to replace the elected Mayor and Councillors.
This followed a review of the Kaipara District Council’s performance because of governance and financial challenges. Their role is to perform and exercise the responsibilities, duties and powers of the Council. During their term, the Commissioners’ focus has been on reducing Council’s debt and building confidence and trust in Council, and to build capability and capacity within the organisation.
In 2015, the Minister reappointed the Commissioners for a further year, to develop an exit plan so the organisation can transition to elected governance in October 2016.
