Kaipara District Council

We are reviewing and updating our current District Plan – looking ahead to the next 10 to 15 years. The Kaipara District Plan is the ‘rule book’, which is applied to manage development, activities and the environment within the district. Its purpose is to protect our environment, historical heritage and cultural tāonga for future generations, through sustainable resource management, while supporting our communities to live and grow.

The District Plan influences the future shape and feel of our District, which is why it’s important for Kaipara communities to be informed and get involved.

Every Council is required to have a District Plan and update it every ten years. The new District Plan is likely to stay in place until the Government has replaced the Resource Management Act.

The Journey Ahead

These are the key stages involved in developing our new District Plan and some indicative timeframes.

Stage 1

Develop a vision

We asked our communities what their vision was for Kaipara for the next 30 years. In December 2020 we adopted the Kaipara District Spatial Plan – Nga Wawata.

Discussion documents

Public engagement on the issues facing our District and finding out what is important to our communities.

Stage 5

Working Party review

A District Plan Working Party comprised of four elected members and a Resource Management Act expert is working with staff on the Proposed District Plan.

Stage 7

Operative
District Plan

(TBC)

Once any appeals are resolved and finalised, the process to make the District Plan operative can start. Once it is fully operative the existing District Plan will be revoked.

The Proposed District Plan will be notified for public submissions, and this will be followed by hearings and decisions as well as the opportunity for submitters to appeal to the Environment Court.
